Domestic Preparedness Technical Assistance Program (DPETAP)
DPETAP Supplemental Delivery Program (DSDP)
The Department of Homeland Security (DHS) has established the DSDP to provide a path for jurisdictions, states, Urban Area Security Initiative (UASI) entities, rail and mass transit, and port security agencies to achieve their preparedness and response goals. The DSDP enables you to use grant funds—including DHS Formula, Health Resources and Services Administration (HRSA), federal, state, local, and private grants—to purchase training directly through GP at a cost comparable to that extended to the DHS.
DHS preparedness officers closely monitor your process, which includes the following:
- Develop a statement of work and send it to GP
- Receive an estimated cost of services, including supplies, consumables, training materials, travel, and administrative support from GP
- Submit the cost estimate and statement of work to the grant administrator for review and approval
- Execute a contract
- Receive a DPETAP technical assistance visit

- Identifying grant funds—GP has previous experience operating the Grant Assistance Program for the Office for Domestic Preparedness. Our knowledgeable personnel can help you justify and fund your technical assistance visit through previous or current year grant funds.
- Processing Technical assistance visit paperwork for approval—GP's experienced personnel in DPETAP can assist you through the technical assistance request submission process.
Urban Area Security Initiative (UASI) (424KB PDF)
Knowing how to use and maintain Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) detection, protection, and response equipment is critical to the preparedness of high-risk regions. As a result, cities and regions classified as UASIs are eligible to use a number of Department of Homeland Security (DHS) grant sources, including UASI grant funding to receive DPETAP training directly from GP under the DPETAP Supplemental Delivery Program (DSDP).

Rail and Mass Transit
Passenger and freight rail, bus, and subway systems face unique challenges and have specialized concerns when it comes to CBRNE detection, protection, and response equipment use, maintenance, access, and effectiveness. The DSDP allows you to use DHS grant funds to pay for DPETAP training to ensure your preparedness.

Port Security
Port Security agencies are able to use their specialized grant and training funds to purchase DPETAP training directly from GP under the DSDP. With our comprehensive, hands-on training, you'll have the skills and strategies you need to better use, maintain, and procure your CBRNE detection and response equipment. The DSDP allows you to use your DHS Port Security Grant Program (PSGP) funds to pay for DPETAP training to ensure your preparedness.
