Pipeline Operator Qualification (POQ)

Evaluation

GP offers POQ evaluation services to pipeline companies striving to meet the requirements of 49 CFR Part 192 and Part 195. A proven program plan, trained evaluators, effective pricing strategies, and a commitment to our clients' success combine to create a truly innovative approach to evaluation services.

As a sponsor of the National Center for Construction Education and Research (NCCER), GP is qualified to administer both NCCER and client-specific Pipeline Operator Qualification (POQ) evaluations. Whether you require 1 or 1,000 evaluations, written assessments, or performance verifications, GP can meet your specific needs.

Program Plan

GP's detailed and proven program plan provides innovative and flexible solutions to accommodate the regulated and complex environments of the pipeline industry. Our plan specifies the policies and procedures of our Pipeline OQ evaluation services, and highlights the purpose, mission, and vision of our program. This plan also provides you with evaluation scheduling, performance feedback, and data transmittal and tracking options.

GP also administers the NCCER's Pipeliner Training and Assessment Program (PTAP) written assessments. GP is unique in that we will administer the written assessments at your facility. By coming to you, we reduce the amount of time your personnel are away from their routine activities, keep your personnel in a more familiar setting, reduce travel costs, and provide an excellent assessment value.

Pipeline Operator Qualification Evaluators

GP provides trained and certified evaluators to administer pipeline OQ evaluations. Our evaluators are selected through a detailed screening and selection process. We require that evaluators possess journeyman level experience in their craft and/or at least three years' experience as an instructor in a maintenance-related training program. In addition to the necessary technical expertise, GP screens applicants to ensure they have the requisite "people skills" to successfully administer POQ evaluations.

After the screening and selection process, evaluators undergo a rigorous training program that includes the NCCER requirements for the restricted certification of personnel classified as Performance Evaluators. In addition to successful completion of the evaluator training program, potential Pipeline OQ evaluators must successfully complete written examinations testing their knowledge of covered tasks and appropriate responses to abnormal operating conditions.

Pricing

GP has developed several pricing strategies that offer scheduling flexibility and pricing options designed to meet your specific POQ evaluation needs.

Pricing Options

  • Multiple-Evaluation Fixed Pricing - GP provides Pipeline OQ evaluation services in multiple-evaluation packages on a fixed price basis. This is an attractive option if you can schedule large blocks of evaluations 30 days in advance. This option offers considerable savings over the per-evaluation unit pricing, and over a given period of time will ensure greater cost savings.
  • Evaluation Unit Pricing - Evaluation unit pricing offers maximum flexibility and is best if you cannot schedule large blocks of evaluations 30 days in advance. GP performs these Pipeline OQ evaluations on a fixed cost per evaluation plus travel costs basis.

Scheduling

Multiple-evaluation fixed pricing requires a 30 day advance notice for scheduling evaluations. Unit pricing requires a two-week notice for scheduling. If two weeks' notice cannot be given, we will work with you to meet your evaluation requests whenever feasible. With the unit pricing option, you may cancel or reschedule an evaluation up to 24 hours in advance without penalty.
